Chief Operations Officer
The Chief Operations Officer position is a new senior level position requiring at least ten years experience in progressively responsible management with at least four years at the executive management level, preferably in wastewater, water, or utility fields. Working under the general supervision of the Engineer-Director/ General Manager, this position is responsible for providing the executive leadership, management, and vision necessary to ensure the Authority has the appropriate operational controls, technical expertise, regulatory reporting, financial and administrative infrastructure, and people systems in place to increase operational efficiency and enhance procedural effectiveness.
The Chief Operations Officer serves as principal advisor to Engineer-Director/General Manager as it relates to the development and implementation of the Authority's strategic business plans. This position will collaborate with Division Directors to develop and implement plans, strategies and initiatives that support the core mission of the Authority. S/he may interact with the Authority's Board of Directors on financial and customer issues and must work effectively with individuals and groups outside the organization. The Chief Operations Officer must provide effective leadership to all employees of the Authority. The individual may serve as the Engineer-Director/General Manager designee on certain delegated issues.

Examples of duties include:
- Design, implement, and monitor the Authority's strategic, organizational objectives for the successful operation and maintenance of the facility based on current and anticipated regulatory requirements, all applicable permits and contractual obligations.
- Define, track, report and periodically assess the Authority's performance objectives as it relates compliance and federal, state, and local regulatory requirements.
- Understand regulatory drivers and tradeoffs.
- Research, promote and direct ongoing research into new technologies.
- Incorporate viable new industry trends and equipment into the Authority's treatment processes.
- Maintain up-to-date knowledge and complete risk analyses of emerging issues impacting neighboring municipalities and our surrounding community.
- Oversee the entire operational, maintenance and laboratory functions for the facility including the collection systems and pump stations during normal, emergency and intense weather conditions.
- Responsible for administration of all trust agreements, construction documentation, contracts and other agreements to which the Authority is a party.
- Oversee preparation of plans specifications and bid proposals for construction projects.
- Identify and develop relationships in an attempt to identify alternate funding sources.
- Ensure that the financial procedures and reporting obligations meet all accounting standards and are done in a transparent manner.
- Review all budgetary submissions and monitor expenditures to insure compliance with the Authority's financial management strategies.
- Manages budget/finance – tracks, adjusts, integrates – balances short and longer term needs/drivers;
- Foster and develop relationships with key stakeholders, the general public, our partners, community and staff to identify marketing opportunities, new business developments and to increase awareness of our services.
- Represent the Authority at appropriate City Council, industry conferences, government forums and other events.
- Present technical papers or communicate new practices to partners, government organizations, and/or at industry conferences.
- Implement strategies to attract and retain a talented, diverse workforce to meet the changing needs of the organization.
- Oversee and direct the activities of all Authority staff engaged in meeting the permit requirements, programs, obligations and policies of the Authority.
- Regularly set and evaluate performance objectives for each direct report and each division within the organization.
- Serves as principal advisor to Engineer-Director/General Manager in developing and implementing business plans for the Authority;
- Serve as Engineer-Director/General Manager designate on assigned issues.
- Perform all work in a safe manner.
- Promote and support the organizational team-based and learning philosophies.
To qualify:
- Seasoned and mature leader with a minimum of 10+ years of progressively responsible management experience of which at least 4 years of experience at the executive management level, preferably in the wastewater, water or utility industry.
- Minimum requirement is a B.S. degree in civil, sanitary, environmental, or chemical engineering. Advanced degree in technical or management field preferred.
- A valid Professional Engineer license is preferred.
- Class I Virginia Wastewater Operator license is preferred or as an alternative, must be able to obtain a Class I Virginia Wastewater Operator License within one year of employment.
- Must have strongly demonstrated professional leadership, management and organizational skills.
- Must have the ability to foster professional relationships within the Authority and between the Divisions and other Authority staff.
- Must have considerable project management experience; and a demonstrated leadership record as a senior manager.
Required knowledge, Skills, and Abilities:
- Possesses a comprehensive knowledge of the principles and practices of senior management, project direction and coordination and continuous organizational improvement;
- Demonstrated understanding of wastewater reclamation systems and approaches to the organization and management of related staff and functions;
- Strong understanding of information management systems and available research tools;
- Demonstrated excellence in managing finance and business functions;
- Strong analytical and abstract reasoning skills and experience interpreting strategic vision into an operational model;
- Ability to make complex decisions using sound judgment while considering the maximum optimization of multiple factors;
- Effective communicator with strong verbal, written and listening skills, which includes the ability to write reports and prepare and deliver effective written and persuasive oral presentations;
- Must be able to interface and work well with all levels of government and industry organizations and display good professional judgment, management expertise and decisiveness;
- Proven facilitation, mediation and presentation skills using considerable tact and diplomacy.
- Demonstrated experience as an initiator and leader of organization change;
- Relationship-oriented leader with a collaborative and flexible style and a strong service mentality;
- Ability to inspire, motivate and coach others to perform well and accept feedback from others.

Quality Manager
ASA, the Alexandria Sanitation Authority(www.alexsan.com), an award-winning industry leader in advanced wastewater treatment, has a newly created leadership opportunity for an experienced Quality Manager. Reporting to the General Manager/Engineer-Director (CEO), this position will lead the Quality Services staff and provide them with strategic direction and management.
- Resolve permit negotiation issues and negotiate future regulatory and legislative requirements at state and national levels; ensure compliance with state and federal environmental regulations
- Play an integral role in ASA’s strategic internal and external communication program; promote, and strengthen effective relationships with ASA’s stakeholders
- Proactively identify issues pertaining to wastewater/storm water discharge and industrial pretreatment and proactively work to prevent and or resolve issues
- Monitor and analyze emerging regulatory, political and social issues; provide recommendations to ensure ASA strategies are aligned to address emerging issues
- Develop, implement, communicate and maintain a quality plan to ensure ASA’s compliance with quality system requirements, including VEEP and EMS
- Manage regulatory reporting for all air, water and biosolids permits; monthly DMR and annual air and biosolids certifications
- Manage negotiations with other regulatory organizations for all air, water and biosolids permits
Successful candidates will have the following qualifications:
- Bachelor’s Degree in Engineering with a Master’s in a scientific field (such as Biology, Chemistry, Biochemistry, Marine Sciences, or Oceanography) or equivalent related work experience
- Minimum 10 years managing environmental, technical and research programs for water, air and/or biosolids
- Minimum 5 years experience directly managing technical and professional (scientists/engineers) staff in a progressively responsible supervisory role
- In depth knowledge and experience in the environmental sciences; principles of scientific studies and data analysis
- In depth knowledge of the Clean Water Act and Clean Air Act at state and federal levels; NPDES, air and biosolids regulations; legal precedents and procedures for challenging and changing laws, rules and regulations
- Previous experience with proposal development, strategic planning, resource allocation
- Experience and ability to lead others effectively and manage a diverse staff
- Previous experience developing, managing and monitoring budgets
- Ability to communicate effectively orally and in writing

Staff Engineer
Level of Work:
The Staff Engineer performs a broad range of engineering and technical support tasks related to the coordination of the facilities’ operation, maintenance and modification, will provide support/input to regulatory programs and the coordination of complex engineering projects. This position requires extensive field work and strong fundamental wastewater treatment process knowledge. Collaboratively interacts with all plant teams and shifts, other engineers, governmental agencies, regulatory community and the public.
Working Relationships:
Under the general direction of the Solutions Manager, will build effective relationships internally and externally through excellent interpersonal and oral and written communication skills. Will demonstrate strong teamwork skills to work productively in a team environment and assume a Team Leader or Project Leader role on projects. Will serve as a mentor to other ASA staff, to help them develop good project management and organizational skills. Will utilize sound technical engineering and general business experience and knowledge to problem solve, make decisions and provide general leadership for ASA programs on projects and initiatives. Strong oral and written communication skills are required for this position.
Description of Duties:
- Provides program management for all stages of the projects/tasks to include conceptual planning, funding, design, and construction, start up and project close out.
- Manages engineering/architectural and construction contractors to insure adherence to defined scope, specifications, codes & standards, operations plan, change control, schedule and budget, overall business objectives and quality requirements.
- Responsible for project budget management.
- Performs engineering and technical reviews of specifications and drawings; interprets and applies standards in designs and review of consultant work.
- Manages and leads various project teams to successfully define projects, implement programs/solutions and achieve successful results, including meeting program/project requirements within budget and on schedule.
- Provides technical assistance to the plant teams and shifts; performs equipment/plant performance evaluations to insure efficiency and optimization of the process; provides technical recommendation for improvements and/or replacements.
- Researches and recommends sustainable and/or improvements to replacement equipment/enhanced process systems.
- Assists Plant Teams and Shifts with commissioning and start-up planning, procedures and training, where appropriate.
- Maintains all plans, specifications and documentation for plant and pump stations, including all process and design changes done in house and through contracts.
- Develops and/or reviews technical specifications for contracts, equipment or services required to support the divisions.
- Documents and reports project progress; responsible for project file maintenance.
- Conducts special studies and oversees and participates in pilot studies; prepares technical reports.
- Stays abreast of industry technology and current research focuses for environment treatment.
- Other duties as assigned
Qualifications and Experience
- BS degree in Civil/Environmental, Chemical or Mechanical engineering or similar appropriate engineering discipline.
- Must have a valid Professional Engineer (PE) license, preferably with the Commonwealth of Virginia
- 8 to 10 years technical project management work experience in a related field with demonstrated successful performance and increasing level of responsibility; 2 – 4 years of applicable wastewater engineering experience preferred
- Ability to lead and influence other effectively; supervisory experience preferred.
- Demonstrated experience in managing projects within timelines and budget.
- Must be proficient in Microsoft Office programs
- Knowledge of wastewater process and corresponding regulatory requirements.
- Excellent interpersonal skills, including a collaborative professional communication style; ability to interact effectively with coworkers, public and consultants; diplomacy and tact in politically sensitive situations. Must be flexible, adaptable and a learner
