The Authority was created by the City Council in 1952 “for the purpose of acquiring, constructing, improving, extending, operating and maintaining a sewer system and sewage disposal system.”
The Authority is governed by a board of five citizen members appointed by City Council to a four-year staggered terms. It is a public body in all respects, but is independent of the City government administratively and financially. The Board hires it own staff, establishes its own operating policies, and adopts the schedule of rate fees and charges paid by the users of the system. This is all within the provisions of the Authorities act and other state law governing the activities of local public bodies.
